Disciplinary measures are to be taken against the three top members of Germany's foreign intelligence service, the BND, in the wake of a spying scandal. But the head of the agency, Ernst Uhrlau, looks like he'll be staying in his position. The BND admitted spying on a German journalist last year by monitoring her emails with an Afghan politician. A parliamentary committee hearing testimony from the case stopped short of calling for Uhrlau's resignation.
