At their Brussels summit - European Union leaders urged China to show restraint in Tibet - with French Foreign Minister Bernard Kouchner saying there is "strong condemnation - coming from all the European Council and the 27 member countries." The environment though topped the agenda at the close of the two day summit. EU states have agreed to hammer out ambitious new goals to combat climate change - with new legislation set to be enacted in early 2009. The Union aims to implement a 20% cut in greenhouse gases by 20-20, compared with 1990 levels.
