The Italian government has issued a cry for help saying it's overwhelmed by the number of migrants arriving on its shores - around 100,000 this year. Now the Italian government, backed by the European Commission, is busy preparing measures aimed at stopping private rescue ships from bringing more people to Italian ports. The topic is being hotly debated at the EU as Teri Schultz reports.
