German Economics Minister Karl-Theodor zu Guttenberg says there's little chance the troubled Arcandor group will qualify for emergency funds in order to remain solvent. His comments came after the EU Commission ruled out aid for ailing department store chain Karstadt, which is owned by Arcandor.
