Obama in Moscow: The US and Russia agree to cut nuclear warheads by almost a third

President Barack Obama and Russian President Dmitry Medvedev have agreed on a framework to reduce their stockpiles of nuclear warheads by up to almost a third. At the first US Russian summit in seven years, the two leaders agreed on a joint statement on strategic arms reduction. Both said they were looking for a fresh start in relations.
