Russian Prime Minister Vladimir Putin has sharply criticised the exclusion of his country from an EU plan to help Ukraine upgrade its gas pipelines. The EU has pledged to co-fund the project in exchange for energy management reforms in Ukraine. The agreement aims to avoid a repeat of a dispute in January which cut off gas deliveres to the EU.
