As the rubbish continues to pile up in the Italian city of Naples, thousands of protestors have taken to the streets to protest the waste crisis. So why isn't the waste system working. Well, experts say that for years, the business has been in the hands of the local mafia, the Camorra, and they've been filling Naples waste dumps with industrial waste from elsewhere in Italy. The authorities have spent fourteen years and billions of euros of public money trying to solve the problem, but a large incinerator supposed to open at the end of 2007 won't come on line now until 2009.
