“合则两利、斗则俱伤”

一周前,欧盟委员会指责中国太阳能产品实行低价倾销,准备向其征收惩罚性关税。现在,北京方面开始有所反映,向欧洲发出了警告的声音。

(德国之声中文网)中国政府等了一段时间才对从布鲁塞尔传出的这条新闻做出表态。但一旦表态,就立场明确。本周四,中国商务部发言人沈丹阳表示,如果布鲁塞尔的消息属实,欧盟的这一做法将严重危害中欧经贸关系。

他说:"中欧双方合则两利、斗则俱伤。中方不愿意看到良好的中欧经贸合作大局受到影响,更不愿意与欧盟打贸易战。希望欧方尽快回到之前达成的磋商解决贸易摩擦的共识上,通过对话磋商解决彼此的关注。"

北京的反击

北京方面对此感到愤怒,因为一旦中国太阳能企业失去欧洲市场,就前途未卜。欧盟委员会准备从今年6月开始,暂时向来自中国的太阳能电池板征收平均47%的惩罚性关税。欧洲指责中国政府向太阳能企业提供补贴,使得它们能够以低价倾销。北京方面反守为攻,指责欧洲奉行贸易保护主义。目前仍不清楚,北京是否,或者将以怎样的方式予以报复。中国政府目前正在评估是否应该向太阳能产业的重要进口原材料--多晶硅征收惩罚性关税。而这也会给德国企业带来负面影响。

当前的中欧贸易关系并不乐观。欧盟在18个领域与中国存在贸易纠纷。本周三,欧盟宣布对中国陶瓷制品长期征收保护性关税。现在,也瞄准了中国大型电讯设备生产商,尤其是华为和中兴。后两者都反驳了欧盟的指控。华为的官方发言人斯拉德克(Roland Sladek)是德国人,他说:"华为既不会从政府那里获得支持,也没有从事倾销。我甚至可以说,事实正相反。国际各大知名电信运营商选择华为的原因不是价格,而是它的质量和产品创新的能力。"

目前为止,欧盟还没有正式对中国的电信硬件商展开调查。也就是说现在还有通过谈判达成解决方案的可能。而这也是试图与布鲁塞尔咄咄逼人的气势保持距离的德国政府所希望看到的。

再过一周,中国新上任的总理李克强将到访柏林。这也是他今年3月正式上任后第一次出访。看来,他和默克尔会晤时应该不会缺少可以谈的话题。
